Short answer: Yes — you can bring a changing pad on board with Turkish Airlines. Changing pads and other baby essentials are normally treated as part of the infant/child items you are allowed to carry in the cabin. Keep in mind size and screening rules at security, and that very large or awkward items may need to be gate-check.
Travel tip: foldable, thin, or disposable changing mats are the most convenient for in-flight use and security checks. Arrive a bit earlier at the airport when traveling with an infant so you have time to manage any extra screening or gate-checking calmly.
