Yes — powdered baby formula is allowed on Avianca flights. Pack it in carry-on or checked baggage. At security you should declare the formula so screening staff can inspect it; powders may be subject to additional checks (swabs or X‑ray). Powdered formula is not treated the same as small liquid limits, but liquid formula or breast milk do get an exemption from the 100 ml/3.4 oz rule and also must be declared.
