Yes — you can bring infant formula and baby food on Japan Airlines. Formula (ready-to-feed, concentrated, or powdered) and breast milk are allowed in carry-on luggage even if the amount is larger than the normal 100 ml liquid limit, but you must present them for separate screening at security.
